I´ve been to the dry lake bed out in Nevada to test ot the top end on many different bikes,and one of which is the 2002 Xr100R.
the XR100 for the lightweight riders can go any a good clip of somewhere around 55mph but I´d say that unless you´re crazy (or just plain stupid.)begining trailriders won´t get it above 15-20mph.
