Strange sound below 2000 rpm

Strange sound below 2000 rpm

At low rpm less than 2000 I hear a shearing sound, it dies at a level of 1900 rpm also a blopping sound can be heard at the moment the sound dies away. Any suggestions what this can be.
I just bought the bike a few days ago.
