I see there´s been a lot of discussion about misfiring & under-performing Shadow 125´s in the forum. I bought a 2003 Shadow recently & it also had a problem at higher revs. Initially it wouldn´t run smoothly above 50 mph, it kept faltering & holding back.

The initial clue that I had was that when I ran the bike with the air filter removed the problem got much worse - it wouldn´t do more than 30 mph in top. This proved that it was a fuel/air mixture issue, not electrical.

To cut a long story short, after a lot of checks I found spotted that the air filter´s housing had popped off the end of the inlet plenum chamber above that´s above the carbs. It was just visible looking down the right side of the petrol tank at the air box. Once re-fitted the bike now revs to (what I´d estimate is approx 11,000 rpm). In ideal conditions & with a 14 stone rider it now achieves 70mph instead of a faltering 50 mph. The engine gained around 3,000 rpm in all gears when the air box was fitted correctly.
