Voltage regulator

I Have an ´82 Sabre and I think the voltage regulator is bad, it starts but will only stay running for 10 mins. When I try to start it again it won´t turn over, the only thing that happens is the tach. needle jumps. battery voltage is down to about 11 volts.
I checked the regulator with a volt meter and it shows about 38
ohms. Does this seem normal? and has anybody else had this problem
and what was the fix? I appreciate any help.
