Fuel Valve leak

I am leaking fuel out of the nipple to the left of the fuel line. It looks like there should be something hooked up to it but there is not. I tried to hook up some tubing to it to make it harder to leak out but it still does at high speeds. What is that nipple for and what can I do to stop losing fuel out of it?
