Carb adjustment

I just bought this bike and rebuilt the carbs as the fuel was super old. Now I cant get the bike to sart, if I shoot starting fluid in, it will fire up, but I dont think the carbs are working, how important are the electrical connections (heaters) to the functionality of the carbs/ I have built alot of Harleys but never messed with this setup. Any suggestions. I livew in the Caribbean. thanks
