So your wondering how to deristrict the honda lead model. well with most scooters that are above the 70cc range they are already deristrict as there is no law for them to have a top speed of 31MPH. All i can suggest is take it to a garage and see if they can add power to it. e.g. new exhast, new rollers, new springs and maybe a new bore kit if there is any avilable for that make.
