Metropolitan hesitation

I have recently purchased a 2006 Metropolitan. After getting my 600 mile check from an authorized dealer my scooter started hesitating at 10 miles hour. I have had it back a number of times with no improvement. The hesitation is not noticable after 20mph .
Any advise would be appreciated.
