Your conclusion is right. To have a light on without a start is to have a good battery. If the battery is dead you will have a light only when the bike is running and it will be dim on idle and bright on higher rev or rpm. So get a battery charge or new battery. The headlight is not designed to go bright and dim frequently and will burn out.
