Low brake pedal

just picked up a 93 Aspencade 22k miles but pedal seems low for brake, bled system (front left and rear) got a little bit better
but not a high pedal, pads look thick, any body had that issue?
New pads maybe to bring it up?? no signs of leak Master cylinder??
