Just got threw fighting the same battle. If the horn is getting voltage it is most likely rusted inside and not worth messing with. Car horns suck a great deal of juice you need to put a horn relay in or you may fry your horn button. I made shore the hon button was in good shape use some electronic switch cleaner to spry it out. I then went to eBay and found a good matched set of horns. I now have a honking Honda (GRIN) Warren
