Fouled cyl #3, ideas?

Acquired 2000 valk basket case, put back together, dumped all smog stuff, rebuilt carbs, synced, starts, runs good but #3 cyl blows fuel, seems to run at 3krpm but still blows fuel, carb checked in specs, any ideas??? Appreciate the look an ideas...thanks.
