Speedo reading 1/4 of speed?

Hi. We have just bought a 2008 crf250x that´s speedo reads exactly 1/4 of actual speed.It has one magnetic bolt on the rear disc. Is this normal? was going to replace the bolt or the sensor or both to start. Any ideas?
