ur carb is plugged somewhere inside the fuel inlet-spout. try blowing air through fuel inlet. if plugged, blowout with a bike pump only with carb off. then remove float bowl and make sure mainjet is still screwed in its place. cr hondas always vibrate their mainjets loose but i know that u have a fuel obstruction. -TREAD SOFT
