improper carb cleaning. You need to remove jets and screw in tubes. Let it soak in carb cleaner overnight. get some small diameter wire that you push into the open holes. there will be some goo (formerly gas) to be removed. Get all the passages clean, reassemble, reconnect to heads, add gas and try them out. It should cure your problem.
