Excessive Fuel Draining

there is excessive fuel that drains out from the bottom of the bike and from where the carburator is. it does it everytime unless i shut off the fuel switch. Also it sounds sluggish if i turn the fuel switch back on but it will run great if it is off. does anyone know what could be the problem.
