Handlebar bushings

The handlebars on my 1981 CM400 Custom will move up and down nearly an inch even with the brand new bushings installed, Do I need to try and tighten them up more or is that how they´re supposed to be? They won´t rotate or go side to side, just up and down. Only noticeable when you´re pushing it around. Thanks.
