I have a 96 CBR600, the 97 has a slightly different tail on it but I assume it is the same function. On my 96 the seat is bolted in place and both sides of the tail must be removed to unbolt it. To access the under seat storage area, turn the plastic fastener at the front of the left side tail section panel 90 deg and Carefully pull the panel off. there are 3 snap fasteners and 2 clips that hold the piece to the frame and back center plastic. I know it is a retarded design but its how the slant eyes designed it. Good luck.
