I just recently bought a 2000 f4 myself. The bike has 11K miles and is immaculate. The owner was extremely anal about upkeep. This thing looked like it just rolled out of the showroom. Anyways, I payed 4800 for it. Asking price was 5200.
Things to look for in a used bike. 1) Inspect body..look for scrapes, scratches, paint touch up´s and other signs the bike has been down. Ask the owner how often he changed the oil and plugs.
Check the throttle..it should snap back after opened. Check breaks for timely grab (front & back) Make sure the clutch is tight and smooth on release. Inspect directionals, headlights, horn for function. Lastly, carefully inspect the tires for wear and tread. If you don´t ride yet, have someone experienced take it for a ride and give you an opinion. Words of advice...haggle the price !! Let them know you are willing to walk if you don´t get your price. $3700 seems a bit low. I would imagine this bike must have some fairly significant body/mechanical damage for that price. Good luck!
