82´ CB900C ignition

when I turn key from ´off´ to ´on´ the key doesn´t make contact in the ´on´ position, lights don´t come on. However, if key is turned slightly back towards ´off´, the lights blink on. Is this a worn out key/ignition problem? I spray cleaned it to no avail. The key/ignition need replaced or can it be cleaned/adjusted/repaired?
Thanks in advance for anyones insights.
