79 750 super sport shavings in oil filter

looking at purchasing a 79 750 super sport for $950 but the owner found shavings in the oil filter.. the tensioner bolt is broken and the bike has been driven like that for a couple seasons. chain is clanging around.. could the shavings be from that? worth buying and fixing?
