Inside the gas tank, attached to the petcock, is a fuel filter. You need to carefully remove the the petcock and clearn or change it out.

Alternatively, the bowls of the carbs are connected to atmoshphere so that fuel can flow using gravity--if blocked from gravity no fuel will flow.

Is there any fuel in the fuel tank? :)
