I actually just did this on my own gas tank. There is a company called POR 15, and they make a cleaning kit that works wonders on the tank, and is pretty easy to work with. You can get it at any paint supply store or online. NOTE: You need to buy the whole kit, (3 chemicals) not just the rust remover.
