Carbs leaking fuel, questions!!

I have an 81 cb650 that as of yesterday started leaking gas. Found where from & it looks like the bottom of bowl out of some type of port. Leaky carb is on inside but looked on outside/end carbs & that same port is closed on inside of it ( stuck a allen key in it) is that a overflow for the too full bowl? Should it have a tee or line connecting the 2 carbs in middle? Should i just take the single bowl off to see if needle stuck?
