the hose coming down is an overflow for the float bowls on the carbs, it is supposed to hang down there, but if it is rubbing on the tire, zip tie it to the nearest part of the frame, normally if your carbs are tuned right you wont have a problem with the fuel coming out of this. Enjoy your bike, they rock.
