I am new to honda motorcycles. I am reviving two police CB400T, 1978. I rebuilt the carburetor and it starts and runs fint to about 4500 rpm. Then as the throttle is advanced the engine slows down, surges, can be nursed to 6500, not much power? Mixture? Air cleaner is new? Any thoughts?
