Carb Problems???

I just got my 78 cb 400TII running again and now the carb seems to flutter and pop in lower gears. Anyone out there have some sort of same problem. Just fixed the electrical components...it idles fine, runs fine in higher gears. Lower gears are jumpy when throttle is applied. Don´t know much about my new bike,let me know...Thanks.
