Fuse Help

A friend of mine just got this bike, but he is having some electrical problems. The first thing I noted was a missing fuse (the top one). I don´t know what fuse to get or what each one controls. I can only tell by trial and error. Should they all be the same fuse? When I moved one of the lower ones up, the lights start to work as well as the starter.

Please Help
