Neither should be a problem, for the title you´re basically looking at a Title agency, there´s one in Nevada http://www.its-titles.com (should be around $80); also I was told there´s one in Rochester NY called US Auto Title Co (888-521-1891). As for the keys you´ll have to replace the ignition.
