I posted an answer last night, don´t know what happened to it, so here it goes again.

Many parts are still available through licensed Honda bike dealers. I know for a fact that the phragms are still available, but expect to pay over $100 each. If the phragms you have now are not blown or heavily lacquered, I would still suggest getting a pair and save them until needed, as honda is discontinuing older parts. The carbs need to be balanced, so what you do to one should be done to the other.

As for the compatibility between bikes: CB is a family, 400 is displacement, and A designates transmission type so it has nothing to do with the carbs. So, the CB400T should be compatible. With that said, if you don´t already have a manual, get one if only for the specs. Clymer has one (I own a copy and haven´t found any inaccuracies) that covers several years of 400s and 450s. I would answer your compatibility question more fully if I had the book handy. It has exploded views of carbs and tells which models they fit. It also has tune-up specs, torque specs, and wiring diagrams for the different models (1978 CB400-A has a unique wiring harness, different from the T). The only spec I haven´t found in the book is fuel octane. The label on the bike frame calls for minimum 91
