No starting the engine

Hi all,

We have a problem that the engine will not start. The plug in sparking and is a little bit wet. The kick start can be push by hand when the scooter is placed on a raised work bench. Is this meaning that there is no compression? Or do some know some other idea´s why the engine will not start. Please help me out!
