My bike appears to be charging, but after I unplug it it is not charged?

When I turn the key on while charging, all three indicator lights come on. Full, Medium and empty ---

But the bike appears to NOT be charging? I connected like the instructions said under the seat.

I did notice a red connecter was not connected on battery visible under the shock, but I connected that as well??

we tried charging with key on, with key off and nothing seems to work? Help?
