Mileage issue

Hi,
I have a Bajaj Avenger 180 DTS-I. At the time if purchasing (July 2007) it I was told that on road its average mileage would be 40km/liter but since the day I have purchased its has given me 25km/liter. I have spoken to the dealer(Dewan Bajaj)they have asked me to take the bike to a bajaj service centre, hence as Okhla is far from my place I decided to get it checked at Suman Bajaj Service center in Sec-61, but no change in the mileage.Everytime I call Dewan Bajaj they give somewhat or the other excuse.
I work in a BPO and tkaing a whole for my bike is not possible for me.In this situation can anyone suggest me what I can do to get it corrected.
Regards
Joydeep
