Leaking fork seal

Found the left fork seal leaking and excessive play between the inner and outer fork tubes. Replaced all bushings and seals, but was uncomfortable with the ease which the fork seal pushed into the outer tube (didn´t need to drive it in). Yeah, it leaked. Disassembled, ordered new outer tube and seal and reassembled (but the new seal still pushed into the outer tube easily). Test rode the bike and it still leaked. Noticed there were a few very fine scratches on the inner tube. Didn´t really look that bad, but ordered a new inner tube and fork seal. Reassembled and put sealer on the seal´s OD. Test rode the bike and it still leaks. Right side fork is fine. Really stumped!!
