Price for Harley 07 Softtail Standard

I am looking to purchase my first brand new bike. I live in Hawaii and am looking at the 97 Softtail standard. MSRP is $15K by Harley. The dealer is telling me he can get it out the door for around $19K. Is this reasonable? Or can I haggle the price? Or do they just mark the bikes up at all dealers?
