HELP!

My Dad had a 2002 Derbi GP1 that he wasn´t riding anymore, so he gave it to me. The problem is I live in California and the scooter was last registered in Oregon. When I took it to the DMV, they wanted to see the VIN, EPA Emissions Label, Engine Number and Federal ID Tag. I was able to locate the Engine Number and the Federal ID tag, but still can´t find the VIN or the EPA Emissions Lable. Anybody have a clue where these maight be located? The manual says the VIN is stamped at the \
