What year 650? The 1982 is much different from the newer 650s.
What brand of luggage rack ?
I have instructions for HondaLine sissybar and 6-pack rack for my 1983 CB650sc. I could email it to you if that is wjhat you need.
Basically, I had to remove rear fender, install rack and then install rear fender.
