Won´t work. Fuel not getting to the Carb

Won´t work. Fuel not getting to the Carb

I got a problem with my Scooter. See, all the lines are in order and connected to where they need to be. But the scooter won´t start. Its turns over though. The Carb is dry so I think its that Vacuum fuel valve. But I don´t know how to add fuel to the Carb to be sure.
