Seat Lowering?

I´m thinking of getting a bike maybe a sport bike but im not sure yet because im not very great at riding yet so maybe a nighthawk or something to start. Is there a way to lower a seat on a sport bike? I heard you can get smaller shocks or adjust them to be lower? But I also heard theres some way to do it for 100 dollars or so without altering the shocks. I was wondering if these were true and how much they cost?
