Honda lead scooter running rich.

Honda lead scooter running rich.

My recently acquired dead Honda Lead was fired up after years of storage. The bike had a bad plug cap and crappy fuel.
It starts and goes but 40 kph and then very rich mixture. Is the slide diaphram leaky? Ignition coil is sensor had it?
