Cam timing

I am having a tough time trying to set the cam timing on my 1984 1100 Sabre. The manual is a little unclear it shows all cams, front and rear head aligned with the lines parrallel to the headtop. This seems impossible, only the rear cams could align with the line marks as per manual. Please let me know the proper procedure in aligning cams. Thanks.
