85 v65 flat spot 4500 to 5500 rpm?

85 v65 flat spot 4500 to 5500 rpm?

vf1100 motor. engine has a miss or flat spot from 4500 to 5500 rpm. I did a fuel test and have great fuel delivery. last year i rebuilt the 4 carb stack. no change. i suspect the rocker arms or cam may be the issue. it doesnt matter what gear i am cruising in, the bike surges and bucks just like its too lean as soon as it gets to 4500 and after 5500 it powers right up like no problem. i can gas on and power past the flat spot without issue but it really bothers me while im cruising. the symptom is also worse when i have my girlfriend on the back. new plugs didnt make a difference either. motor has 42,000 miles. any ideas?
