According to specifications listed on this site the 103cu inch motor used in the 2006 FLHTCUSE is 9.0/1. Torque is rated @ 100ft/lb @ 4,000 rpm. I have read that although H-D decided to use a lower compression ratio they still used high performance cams that would have been better suited to a higher compression engine. I bought a 103 replacement motor to install in my Road Glide and plan to swap the factory cams for Andrews 26G gear drive cams based on the 9.0/1 compression ratio. First advantage is reliability due to elimination of the timing chains and fragile tensioners. Second is a little flatter torque curve. I could have installed SE high compression pistons and used the Andrews 54G cams to really get some significant gains in HP at higher RPMs but that is not how the bike is ridden. HP should be in the low/mid 90s and torque 105/110ft-lbs. Won´t get to dyno it until at least the 1,000 mile service.
