1988 Honda Elite LX 50cc won´t start

I have a 1988 Honda Elite LX 50cc that will not start. It has been in the garage for about 9 years. I have drained all of the fuel. I have added oil. I have sprayed down the spark plug hole with WD40 (in case the sleeve was stuck) I have removed the carburator and soaked it with carb cleaner (there wasn´t any real dirt in the carb) I have replaced the spark plug. ( I get a spark when I kick the starter ) I have replaced the battery. I have adjusted the idle and the fuel mixture every way from Sunday. I have not done a compression test on it. It only has 5700 miles on it. It ran when it was park 9 years ago.

Any Suggestions?

Thanks,

Adam
