Intermittant Problem

At completely random times, the scooter acts as though I´ve put the brakes on. Sometimes it´s only for 2/3 seconds other times for 8/10 seconds. I´ve cleaned the carb until it shines...and the electronic choke checks out. The problem might happen a couple of times in a day, then not for another week. Anybody experienced this behavior?
