Some scooters are "limited" but this is usually only 50cc scooters and the limit it to keep it under 30MPH where that is requirement to be listed as a moped (and thus not require a class M). Larger scooters are not restricted. The limit of your Vino 125 it the actual size of the engine. I have heard of some success with locating a certain restricting washer in the fuel line and widening the opening, but I´m pretty sure this is just on 50cc limited models. The main problem that you are probably having with the acceleration is that the motorcycles that you want to race have standard transmissions, giving the riders the control to stay in one gear longer to milk the acceleration. The V-belt drive on the Vino, however is sort of constantly shifting meaning that new resistance to your acceleration is always being added. That´s just the downside of having an automatic and why in cars I will always drive a stick.
