The choke is really only for cold weather starting. I typically engage mine fully and it revs about 4k-6k rpm. For normal cold weather riding I adjust my idle to about 2k rpm, so no that is not high. When you move the choke towards you, you are engaging it. When you move it away from you, you´re disengaging it. There is nothing wrong with your bike, just user error.
