I´m having a simiilar problem with my 87 Elite 80. Almost identical symptoms. My mechanic thinks running it at 35-40 for extended periods is causing the crank case to back up, pushing oil into the air box. Well ... that may be true, but I don´t think running it at that speed for a while should be a problem for a Honda scooter. I´m still trying to figure it out -- they cleaned the breather and carb, but we´ll see if it improves the cold start problem. Any new ideas about how to treat this?
