Gas tank trouble

I just purachased a 86 helix that has been siting for years and it has some rust in the gas tank. I can not get fuel to come out of the tank where the fuel line comes out. has anyone ever replaced a gas tank on their scooter? It looks like they built the frame around the tank. I´m allso looking for a service manual for my 86 CN250 Helix. Thanks Ken
