i guess in Junlin its a different camshaft, the exhaust valve is opened to late, so the piston cannot reach certain speed , thats why it clocks only 17HP. If the RPMs were like 10-11K it would definatelly produce about 27-30 HP but it needs different valve opening map =different camshaft.
But i´m not sure about this, it could also be some intake ports design, or different, bigger cerburetor jets.

I wonder what difference a different air cleaner would make. I´m thinking about a tube (38mm pipe) eneded with en external air filter eg. K&N. The trick is the capacity of that intake manifold pipe, it has to be estimated to be optimal, and without a dyno run its quite impossible to work out.
Gennerally it gotta be multiple of a cylinder capacity, which means: 250cm or 500cm, or 750cm or else. But i don´t know whether it also inlcludes carburetor and intake capacity in the cylinder head.

I measured the airbox in my 150cm Jinlun, and it is arround 1000cm, so my 38mm intake tube (between carburetor and air filter) should be 90cm long, which of course wouldnt fit.
